Grants, Incentives and Funding Programs

As an initiative of the Downtown Area Redevelopment Plan (DARP), the Façade Improvement Grant aims to enhance the overall attractiveness within Lloydminster's downtown core. 

This grant is regulated by the Downtown Area Redevelopment Committee and has specific eligibility requirements. Please refer to the Guidelines for the Downtown Facade and Building Improvement Program for more information. 

The Saskatchewan Lotteries Community Grant Program is guided by the following:

• It provides access to sport, culture and recreation activities for all Saskatchewan people regardless of age, sex, ethnicity, economic status, physical or mental ability

• It provides funds to community non-profit volunteer organizations in support of sport, culture and recreation programs

• It allows communities to establish local priorities; and It stipulates that all participating groups, from administration to beneficiary, are responsible for ensuring complete and accurate accounting

The goal of the program is to get people involved in sport, culture and recreation activities by enabling communities to address the needs of local residents. This program is a partnership among Sask Sport Inc., SaskCulture Inc. and the Saskatchewan Parks and Recreation Association Inc. and is administered by the City of Lloydminster.

2024-2025 Project Cycle: Please submit your completed Community Grant Project Report Form and supporting documentation by April 30, 2025. Final Report Calculation Sheet

2025-2026 Project Cycle: Grant submissions will open on Friday, November 1st, at 12 p.m. Review the Saskatchewan Lotteries Community Grant Guidelines to learn more about the program, eligibility and submission requirements. Please fill out the Saskatchewan Lotteries Community Grant Program Application. Deadline for submission is December 13, 2024 at 11:59 p.m. 

Small Projects Grant January-March 2025: Up to $3,500 in grant funding is available to support sport, culture, and recreation projects. Grant submissions will open on Friday, November 29 at 12:00 p.m. Program period is from January 1, 2025 to March 31, 2025. Please see the application form for eligibility and submission requirements. Please complete the Saskatchewan Lotteries Grant Application 2024-2025 2nd Call before December 16, 2024 at 11:59 p.m.

The Neighbourhood Grant Program helps residents work together to activate community resources in their neighbourhood for the benefit of everyone. Download your application or reach out to fcss@lloydminster.ca for more information.

The Neighbourhood Grant Program is a (up to) $500 grant to help residents activate community resources in their neighbourhood for the benefit of everyone.

Possible projects might include but are not limited to:

• Connect and engage neighbours. Example: block parties, walking groups, neighbourhood libraries, or volunteering

• Share neighbours’ skills and knowledge within the community: Example: a free yoga lesson for the community or community kitchen where participants exchange their cooking skills and share a meal together.
• Enhance community aesthetics/beauty/art.: Example: fence line mural or a community clean-up event.
• Respect and celebrate diversity: Example: multicultural potluck, a story telling project that involves seniors and youth, sharing of indigenous knowledge.
• Community safety: Example Neighbourhood Watch, or presentations related to neighbourhood crime prevention.

Some restrictions apply:

1. Must be fair, equitable, transparent, and accountable.
2. Must have a neighbourhood focus (street, block, neighbourhood, not community wide).
3. Community contribution (donations/volunteers) must be done with the community rather than for the community.
4. City reserves the right to approve/disapprove budget items.
5. No projects that involve permanent alteration or addition of permanent structures to City property.
6. No projects that are in violation of City Bylaws.

The following expenditures are INELIGIBLE for the grant:

• alcoholic beverages;
• tobacco, tobacco substitutes, or vaporizers to utilized for purposes other than display/demonstration/ceremony;
• donations or projects that are primarily focused on fundraising;
• medical research;
• construction, renovation, retrofit and repairs to buildings;
• donation to an individual or organization;
• direct religious activities;
• any activities that advocate specific positions regarding municipal, provincial or federal government legislation, acts or policies; or
• activities exclusive to a specific family, business, religious, or political group.

OBLIGATIONS OF GRANT RECIPIENTS
Applicants will be required to submit a report and proof of purchase within 30 days of the project’s completion.
