Recreation Access Program

In 2018, the Community Social Needs Assessment identified that more than 20% of residents were facing financial barriers to participation in recreation. This spurred a proposal for a program to remove financial barriers to recreation services for residents with modest income. In March 2019, the City of Lloydminster launched the Recreation Access Program. This program is income-based, accessible, and designed to remove some of the financial barriers associated with using City of Lloydminster Recreation and Cultural facilities. It allows eligible Lloydminster residents to access these facilities at a reduced cost.

Benefits of the Recreation Access Program

Once issued with a Recreation Access Program (RAP) card, individuals are entitled to the following benefits:

$2.00 Adult (18+ years) admission

$1.00 Child and Youth (0-17 years) admission

Qualifications for the Recreation Access Program

Eligibility is income-based and only available to those who meet ONE of the following qualifiers on an annual basis:

  • You are a resident of Lloydminster. (Please note - this requirement does not apply to First Nations, Metis, and/or Inuit applicants)
  • Your household income is at or below the indicated income thresholds as listed below. Households include main applicant’s spouse/partner and eligible dependent children 17 years of age or younger.

The City of Lloydminster used Alberta’s Provincial Minimum Gross to calculate the base income threshold. For every additional dependent, $4,973 is added to the total. The additional amount is based on Alberta’s Adult Health Benefits Program.

  • You (and dependents, if applicable) are a recipient of provincial disability benefits:
    • Assured Income for the Severely Handicapped (AISH) 
    • Saskatchewan Assured Income for Disability (SAID) 
  • You are a Permanent Resident, Temporary Foreign Worker, or Status Refugee who has been in the country for less than 18 months. 

Supporting Documents

Please submit a copy of ONE of these documents with your application. A copy of the document MUST accompany your application for each member of your household 18 years or older.

  • Canada Revenue Agency Notice of Assessment
    • A copy of your Notice of Assessment for the current or previous year.
    • Previous years Notice of Assessment will be accepted until May 31 of the current year.
  • Assured Income for the Severely Handicapped (AISH)
    • A copy of your AISH Health Benefits Card (that has not expired), listing all dependents if applicable.
  • Saskatchewan Assured Income for Disability (SAID)
    • A copy of your statement of benefits and deductions from the Government of Saskatchewan from within the last 3 months.
  • Permanent Residence Card
    • (For those who have been in Canada less than 18 months)
    • A copy of your permanent residence card from Citizenship and Immigration Canada.
    • A copy of your Confirmation of Permanent Residence from Citizenship and Immigration Canada.
  • Temporary Foreign Workers
    • (For those who have been in Canada less than 18 months)
    • A copy of your work permit application from Citizenship and Immigration Canada.
  • Status Refugees
    • (For those who have been in Canada less than 18 months)
    • A copy of your Refugee Protection Claimant Document from Citizenship and Immigration Canada.

Please provide a copy of ONE of the following documents with your application:

  • A copy of a government issue ID card that has your name and address on it.
  • A copy of a utility, telephone, or cable bill with your name and address dated within the last 30 days.
  • A copy of a government document with your name and address dated within the last 30 days.
  • A copy of a signed lease agreement that has your name and address on it.
  • First Nations, Metis, and Inuit Applicants
    • A copy of your Certificate of Indian Status card from Indian and Northern Affairs Canada.
    • A copy of your Certificate of Treaty Status card from the Government of Canada.

Note: P.O. Boxes or Rural Route Addresses are not accepted.

Approval Terms

Standard approvals are set for a one-year term.

AISH and SAID applications are approved for a three-year term. Applicants will need to notify the Social Programs & Services Department should there be any change with their status or disability benefits. 

Once RAP card expires, applicants are required to reapply by filling out the application form and submitting their supporting documents. Applicants can reapply one month before their RAP cards expire.

Applicants who have an active ban at any City of Lloydminster operated recreation and cultural facilities are automatically disqualified from the program.

Submit Your Application

Fill out the Recreation Access Program application form online or download a paper copy of the application. Paper copies of the form can also be picked up at City Hall or any Lloydminster Recreation and Cultural facility.

Submit your signed application with supporting documents by email, mail, or drop off.

Recreation Access Program

Frequently Asked Questions

  1. A letter from an Alberta or Saskatchewan Registered Social Worker.
  2. A letter from an authorized Recreation Access Program partner.

Letter must be on letterhead and dated within the previous 30 days. The letter should outline that the RSW is aware of the income threshold eligibility, and that the household/individual meets the eligibility requirements.

All supporting documents are reviewed and then shredded and deleted after approval of RAP cards. Please only submit copies as you will not get them back.

Applications are typically processed every Friday of the week. Approval letters and RAP cards are then mailed to the recipient at the address provided in the application. 

No, records of RAP cardholders are maintained by the Social Program and Services Department and not released to recreation facilities. If you lost your card, you will not be able to receive the discounted rate.

It is the applicant’s responsibility to request for a replacement card. There are no fees associated with requesting for a replacement RAP card. Please contact the Social Programs & Services at 780-875-6184 ext. 2908 or email fcss@lloydminster.ca.

No, the Recreation Access Program is only applicable for drop-in or memberships at select city-operated facilities but there are non-profit organizations that provides financial assistance to eligible families to access recreation and cultural activities.

Standard mail can take up to 7 to 10 business days. Applicants have the option to pick up their approval letters and RAP cards at City Hall on Fridays, if their application package is complete and all supporting documents were submitted.
