Lloydminster, provincial counterparts finalize Charter update

Lloydminster, AB/SK – The City of Lloydminster and its Alberta and Saskatchewan partners finalized amendments to the Lloydminster Charter in December 2022. The updated Charter went into effect on January 1, 2023, allowing the City to provide modern, seamless legislation within the border city.

The Lloydminster Charter is the governing document of the City of Lloydminster, adopted by both the provinces of Alberta and Saskatchewan to recognize Lloydminster’s unique challenges of being bi-provincial. 

Throughout 2022, Administration worked with both the Province of Alberta and the Province of Saskatchewan to complete a review of the governance portions of the Charter. The Cities Act (Saskatchewan municipal legislation) and the Municipal Government Act (Alberta municipal legislation) have completed amendments in recent years. This legislative review and update of the Charter align with the provincial legislative changes. 

Amendments include, but are not limited to:

  • the addition of a review clause to review the Charter on a routine basis;
  • the requirement of Council disclosure forms;
  • additional clarification on taxation and assessment legislation to align with 
    the Municipal Government Act;
  • updated requirements for the Procedure Bylaw; and 
  • the requirement of a Public Participation Policy.

The Lloydminster Charter was last updated on January 1, 2013.
