Administration Presentations 

  1. The Committee accepted the RCMP School Resource Officer Update 2023/24 as information.  
  2. The Committee requests more information on the Weaver Heritage Park Masterplan and that the item be brought forward to a future Governance & Priorities Committee meeting.  
  3. The Committee accepted the Water Shortage Response Plan as information. 
  4. The Committee accepted the Cenovus Energy Hub Update Q2 2024 as information.  
  5. The Committee accepted the Q2 2024 Capital Infrastructure Project Updates as information. 
  6. The Committee accepted the 2024 Q2 Procurement Update as information. 
  7. The Committee accepted the 2024 Q2 Governance Documents Update as information.  
  8. The Committee accepted the 2023 Annual Report and GFOA submission as information.  

Governance and Priorities Matters 

1. Administration has prepared a new Terms of Reference for the Community Services Advisory Committee.  

The Community Services Advisory Committee Bylaw has been adjusted into a Terms of Reference. Some of the proposed changes include but are not limited to:  

  • PURPOSE - specifying which grants the committee makes recommendations for.  
  • CONDUCT AND ETHICS - new requirements regarding conduct and representation.  
  • RENUMERATION - that the City of Lloydminster would cover costs relating to approved training and events.  
  • ADMINISTRATIVE SUPPORT - clarifying administrative supports for the Committee.  

The Committee accept this report as information and that the item be brought forward to a future Regular Council meeting for decision.  

2. Administration is investigating replacing the former two-dimensional artwork previously located on the south wall of the Bioclean Aquatic Centre, known as Ekecheiria, with a new three-dimensional sculpture using funds from the Bioclean Aquatic Centre (BAC) Building Envelope Rehabilitation.  

Committee requested more information and that the item be brought forward to a future Governance & Priorities Committee meeting.

3. Tracy Simpson, Executive Manager of Community Development Services, presented the draft Diversity, Inclusion, and Accessibility Policy.  

The Barrier Free Policy No. 120-01 last reviewed in 2021 and the Inclusion and Diversity Policy No. 006-2015 is up for review. Administration has drafted one all encompassing Diversity, Inclusion, and Accessibility Policy to replace both policies.  

The Committee accepted this report as information and the item will be brought forward to a future Regular Council meeting for decision.


The next Council meeting is scheduled for Monday, July 22, 2024, at 1:30 p.m. via livestream and in person.
