City Manager’s Office

  1. Council approved amending the 2024 Deputy Mayor Schedule to have Councillor Diachuk as Deputy Mayor for May/June and Councillor Torresan as Deputy Mayor from September until the November 13, 2024, election. 

Office of the City Clerk

  1. Council approved the outstanding property cleanup invoice amounts from 2022-2023 listed in Schedule A on page 13 of the Council agenda dated March 25, 2024, to be transferred to the 2024 tax roll of the affected property owner.
  2. Council approved the Non-Profit Property Tax Exemptions as outlined in Schedule A on page 16 of the Council agenda dated March 25, 2024, for the maximum 3-year period in accordance with the Non-Profit Organization Property Tax Exemptions Policy effective as of the Occupancy Date of each or January 1, 2024, whichever is later.

Operations

  1. Council approved the award of the 2024 Street Improvement Program Arterial – Contractor to ASL Paving Ltd. of Lloydminster, Sask., in the amount of $1,781,944.06, excluding GST, to be allocated from the Capital Budget Project No. 2432002. In addition, Council approved a contingency allowance of 6% in the amount of $106,916.64, excluding GST, to be allocated from the Capital Budget Project No. 2432002.
  2. Council approved the award of the 40 Avenue Rehabilitation – Contractor to ASL Paving Ltd. of Lloydminster, SK, in the amount of $989,560.30, excluding GST, to be allocated from the Capital Budget Project No. 2432002. In addition, Council approved a contingency allowance of 5% in the amount of $49,478.02, excluding GST, to be allocated from the Capital Budget Project No. 2432002.
  3. Council approved the transfer of the 2022 outstanding Stormwater utility amounts, as listed in Schedule A – 2022 Outstanding Stormwater Utility Charges, to the 2024 tax roll of the property owner. Additionally, Council approved the transfer of the 2023 outstanding Stormwater utility amounts, as listed in Schedule B – 2023 Outstanding Stormwater Utility Charges, to the 2024 tax roll of the property owner.
  4. Council directed Administration to proceed with issuing procurement documents to secure the services of a qualified Design-Build contractor for the Lloydminster Golf & Curling Centre Maintenance Shop Replacement project (Capital Budget Project No. 2473101). In addition, Administration will issue the procurement documents with the understanding that only current site components are included within the scope of work.
