City Council approves municipal status for Lloydminster Public Library
Lloydminster, AB/SK – Lloydminster City Council has approved the transition of the Lloydminster Public Library into a municipal library under the Saskatchewan Public Libraries Act.
The shift follows the Government of Saskatchewan’s approval of Minister’s Order No. ED05-2024-25, which officially removes the City’s Saskatchewan-side boundary from the Lakeland Library Region. The boundary adjustment, effective November 19, 2024, helps ensure the Lloydminster Public Library is better aligned with local and operational needs.
On January 20, 2025, Lloydminster City Council approved several key actions to advance the transition, including pursuing amendments to the Lloydminster Charter, preparing a new municipal bylaw to formally establish the library, and collaborating with the Alberta and Saskatchewan governments to approve complementary Orders in Council.
Work to remove the library’s operational systems from the Lakeland Library Region is already underway, with no disruptions to public service anticipated during the transition.

Background
In June 2024, Lloydminster City Council approved a recommendation to begin the process of transitioning the library from its current status as part of the Lakeland Library Region to a municipal library under provincial legislation. To begin this change, the City of Lloydminster and Lloydminster Public Library jointly applied to the Saskatchewan Ministry of Education, requesting a boundary adjustment. Notifications were sent to municipalities and stakeholders within the Lakeland region, and advertisements appeared in several regional newspapers. A public meeting was held on August 8, 2024, where one attendee expressed support for the change. The formal application was submitted to the Ministry on August 26, 2024. On November 28, 2024, the Ministry of Education announced that the request to change the library boundary was approved. The change officially took effect on November 19, 2024, removing all portions of the City from the Lakeland Library Region.
