Utility Rates

New 2024 Utility Rates

  • Effective January 1, 2024 utility rates have been updated as approved by Council in Bylaw No. 28-2023, Utility Rate Bylaw, on December 11, 2023.
  • These new rates will be first reflected on the February bill for January services.

Setting Utility Rates

  • The rates for utilities are adjusted to align with the cost of delivering services. The cost to the City is affected by inflation, growth, and future capital requirements to provide these services.
  • Municipal utilities are designed to be self-sustaining and are primarily funded through ratepayer contributions. The City aims to maximize other funding sources, such as provincial and federal grants, to reduce the burden on the ratepayers.
    Municipal utilities do not receive any funding from property taxes.

Services Supported by Utility Rates

Water utility rates support the provision of clean and safe water for residents and businesses; this includes:

  • Over 10,300 laboratory tests per year to ensure water quality.
  • A delivery infrastructure throughout the City of over 250 km water main pipes

Utility rates support the collection and treatment of wastewater from residents. Wastewater is any water that has been affected by humans used in a home, business, or industrial process. It is disposed of through sinks and toilets. It drains and enters the City’s sewer system, which flows to the wastewater treatment facility where it gets treated to remove contaminants. Then it gets returned to the North Saskatchewan River. This process is supported by:

  • An infrastructure with 35 km of pipe running from our Wastewater treatment plant to the river
  • Removing over 1 million kg of contaminates from wastewater that
    re-enters the North Saskatchewan River each year
  • The treatment of over 3.2 million m3 of water per year at our water treatment plant

Utility rates provide for the management of stormwater run-off through the City’s stormwater infrastructure. This system includes:

  • 125 km of pipes
  • 1,533 manholes
  • 2,022 catch basins
  • 19.26 km of drainage channels
  • 17 management facilities
  • One wetland complex

Utility rates support the curbside collection of solid wastes (garbage, recycling, and organics) directly from your home and residential access to the City-owned landfill. This service involves:

  • Over 3,000 tonnes of organics and recyclables diverted from the landfill
  • The operation of the new leachate management system, which transported over 6,500 m3 of leachate for treatment at the Wastewater Treatment Facility.

Utility Rates Explained

Distribution Charge

  • Water utility includes a distribution charge that is billed monthly. This charge is based on the size of the water meter associated with your utility account.
  • The water requirements for a property determine the size of the water meter installed. Larger meters are considered to have a higher demand on the system; this is why rates increase with the size of the meter. Learn more about water meters at lloydminster.ca/watermeters.

Variable Charges

  • Water utility includes a variable charge based on your actual consumption of water for the billing period.
  • The variable rate increases based on consumption per billing period. Any billing period with consumption in excess of the below amounts will be billed at the higher rate on all consumption in the period.

  • Stormwater utility is a fixed charge that is billed monthly. All property owners are required to contribute.
  • Rates are tiered to represent a property’s contribution to the stormwater system which is estimated by the lot size and development intensity of a property. Vacant or undeveloped lots have a reduced rate due to a lower stormwater contribution compared to a fully developed property of the same size.

  • Curbside collection and landfill services are fixed charges that are combined and billed monthly.  
  • The monthly charge is a standard for all residential customers receiving curbside collection services through the City. The City does not offer curbside collection services to multi-family and commercial properties.

  • Bulk water is charged per m3 distributed. Bulk water is available through pre-payments only and is not included in the monthly utility bills.
