Area Structure Plans

The City of Lloydminster's ASP (ASP) Policy makes it mandatory to obtain an approved ASP prior to the subdivision and development of up to one quarter-section of land. Where the parcel is not up to a quarter-section, an applicant can work with other land owners to meet this requirement and jointly prepare an ASP.

The purpose of an ASP is to refine policies contained in the Municipal Development Plan (MDP) and provide a detailed framework for development in a specific area of the City. In accordance with the Municipal Government Act (MGA), an Area Structure Plans must include:

proposed sequence of development for the area;
proposed land uses;
density of population;
location of major transportation routes and utilities; and
others matters Council considers necessary,

ASP's must be consistent with the MDP. If a proposed Area Structure Plan deviates significantly from the intent of the MDP, an amendment to the MDP would be required prior to adoption of the ASP. Persons preparing an ASP for submission to the City of Lloydminster must pay particular attention to relevant policies established under the Municipal Development Plan.

Developers will be provided with the City's Guidelines for the Preparation of Area Structure Plan or Outline Plan. The Guidelines establish the processes and information requirements for the preparation of an Area Structure Plan (ASP) in City of Lloydminster. Developers and consultants must follow the guidelines provided in the Guidelines to ensure that all required information is contained in the proposed plan and that all issues have been addressed.

An Area Structure must contain baseline/background information, detailed planning analysis of the site to be developed, detailed development concept, site and the proposed land use concept maps, and appendices. Formatting of an ASP is not required to strictly follow the outline provided in the Guidelines for the Preparation of Area Structure Plan; however, all required information identified in the Guidelines must be covered in the Area Structure Plan. Generally speaking, the content of an Area Structure should include the following:

Municipal and provincial policy context
Background and site specific information
Development concept
Detailed statement addressing compliance with the Municipal Development Plan
Proposed land use concept map
Site conditions, topography and development constraints
Servicing reports
Utility infrastructure servicing and capacities
Transportation, access and public transportation servicing
Public service infrastructure

It may also include:

Archaeological and historical sites assessment
Environmental reviews and geotechnical reports

Once an application for the approval of an ASP is accepted and processed by the City, an ASP Bylaw will be prepared for adoption by City Council. The bylaw and accompanying plan will be presented to Council as outlined in the MGA.

For most applications, the consultants retained to prepare the Area Structure Plan may be required to make a formal presentation to Council. City staff may also request that additional graphics and supplementary information be provided to assist in presenting the Plan to council.
