Report Shows Progress on Recommendations of Governance Audit

Lloydminster, AB/SK – Administration has presented City Council with a progress report on the key recommendations that emerged from a governance audit completed in April 2017.

“Through a number of organizational changes, we have shaped a healthier, more efficient organization that shares a sharp focus on providing optimal value in municipal services,” said Rick McDonald, Interim City Manager. “Over the past six months, we have put structures and protocols in place that allow for clear and productive communication between Council and Administration. We have also adopted a number of practices to greatly enhance the transparency and accountability of the organization as a whole.”

McDonald will make way for new City Manager Dion Pollard, who officially takes the helm of Administration on November 1, 2017.

“Not only did Mr. McDonald support us through a major organizational evolution, he also imparted a great deal of wisdom on good governance and leadership,” said Mayor Gerald Aalbers. “On behalf of City Council, I thank Mr. McDonald for his extraordinary service to our community.”

Background

In March 2017, George B. Cuff & Associates Ltd. was contracted by the City of Lloydminster to undertake a governance audit. At the April 10, 2017 regular meeting of Council, Council accepted - in principle - the George B. Cuff & Associates Ltd. Governance Audit Final Report. The audit report contained 16 recommendations to be considered by Council.

On April 17, 2017 Council appointed an Interim City Manager, Rick McDonald, to oversee the administration of the City and to assist Council with reviewing the recommendations of the audit report, with the goal to streamline all administrative processes to ensure Lloydminster residents were receiving optimal value in City services.
